What Is Certificate Equivalency?
Certificate equivalency is the formal UAE Ministry of Education recognition that a foreign degree or diploma matches an equivalent UAE qualification level. It is issued after MOE reviews the study duration, credit hours, institute accreditation and syllabus, then produces an equivalency certificate quoting the recognised UAE-equivalent level (Bachelor, Master, PhD, etc.).
How Equivalency Works
Benchmark first confirms the degree is fully attested — university, HRD, UAE Embassy and MOFA — then prepares the MOE application with transcripts, syllabus, credit-hour statement and any additional evidence. We submit through the MOE portal, respond to technical-review requests, and deliver the outcome once issued.
Why UAE Regulators Require It
MOE equivalency is mandatory for postgraduate study, teaching licences, government employment, engineering registration, judiciary applications and many licensed professions. Without it, foreign degrees are not recognised for those pathways even if they are fully attested.
When You Need MOE Equivalency.
Any UAE pathway that recognises a specific academic level will require equivalency alongside attestation.
Postgraduate study & PhD
UAE universities require MOE equivalency of the undergraduate degree before admission to Master's and PhD programmes.
Legal & judiciary roles
Judicial applications, legal practice licences and courtroom-linked government roles require equivalency of the law degree.
Government & regulated jobs
Ministries, federal authorities and regulated engineering / education roles require equivalency for salary-grade recognition.
Professional licensing
Engineering registration and teaching licences require equivalency after degree attestation is complete.

MOE equivalency has strict technical requirements — pre-check prevents most refusals.

Insufficient credit hours
Programmes below MOE's minimum credit-hour standard for the claimed level will not be recognised.
Unrecognised or blacklisted institute
Universities not on the MOE-approved list are automatically refused equivalency.
Missing syllabus or transcript
Applications without official syllabus or transcript are placed on hold until the missing evidence is provided.
