What is Certificate Equivalency in the UAE?
Certificate Equivalency — known officially as Educational Certificate Equivalency — is a service issued by the UAE Ministry of Education (MOE) that benchmarks a foreign academic qualification against the UAE's national qualifications framework. After verification, the MOE issues an electronic equivalency certificate confirming the level (e.g. Bachelor, Master, PhD, Diploma) and recognising the institution. Since 2022, MOHRE requires the MOE equivalency certificate for most skilled-worker employment categories, and it is also mandatory for higher education admissions, professional licensing (HAAD, DHA, MOH, ADEK, KHDA), and senior government roles.
