A local Notary Public certifies the document first, the Ministry of Foreign Affairs Malaysia — known as Wisma Putra — authenticates it at national level, the UAE Embassy in Kuala Lumpur legalises it, and MOFA Dubai applies the final UAE stamp. Because Malaysia is not treated as a full Hague signatory for UAE purposes, this complete four-stage chain is required regardless of document type.
UAE employment visas, DHA/DoH/KHDA licensing, family visa sponsorship and Golden Visa applications all require attested Malaysian documents. Without the full chain, UAE government portals will not accept the certificate at any stage — a document that's only reached Wisma Putra, for instance, still has no standing in the UAE.
Malaysia degrees need this chain for KHDA/DHA/MOH licensing and UAE university admission. Vital records — birth, marriage and death certificates — need it for family visa sponsorship. Police clearance certificates from Malaysia are required for UAE Golden Visa and long-stay applications. Corporate documents — incorporation certificates, board resolutions and POAs — need the same chain for UAE business use.
You will typically need the original signed and sealed Malaysian document, a colour scan of your passport bio page and UAE visa or entry stamp, a signed authorisation letter if a family member or agent holds the original in Malaysia, and a purpose letter where the UAE employer, university or licensing body requires one.
Documents submitted directly to the embassy without proper local notarisation and Wisma Putra authentication are rejected outright — this is the most common issue, since skipping straight to the embassy stage feels faster but simply doesn't work. Only originals with wet signatures and seals are accepted; scanned PDFs cannot be attested at any stage. Any name mismatch between certificate, passport and Emirates ID blocks downstream UAE applications. And photocopies or laminated originals must be re-issued before attestation can proceed.
