Not fully for UAE purposes. A local Notary Public certifies the document first, the Dutch Consular Service Centre authenticates it at national level, the UAE Embassy in The Hague legalises it, and MOFA Dubai applies the final UAE stamp. Although the Netherlands is a Hague Convention member, UAE ministries typically still request this full chain rather than accepting a standalone Dutch apostille.
UAE employment visas, DHA/DoH/KHDA licensing, family visa sponsorship and Golden Visa applications all require attested Dutch documents, following the complete chain rather than a Hague shortcut.
Netherlands degrees need this chain for KHDA/DHA/MOH licensing and UAE university admission. Vital records — birth, marriage and death certificates — need it for family visa sponsorship. Police clearance certificates from the Netherlands are required for UAE Golden Visa and long-stay applications. Corporate documents — incorporation certificates, board resolutions and POAs — need the same chain for UAE business use.
You will typically need the original signed and sealed Dutch document, a colour scan of your passport bio page and UAE visa or entry stamp, a signed authorisation letter if a family member or agent holds the original in the Netherlands, and a purpose letter where required.
Documents submitted directly to the embassy without proper local notarisation and Dutch Consular Service Centre authentication are rejected — this is the point where Hague-member expectations most commonly cause confusion. Only originals with wet signatures and seals are accepted; scanned PDFs cannot be attested. Any name mismatch between certificate, passport and Emirates ID blocks downstream applications. And photocopies or laminated originals must be re-issued before attestation can proceed.
Hague membership genuinely changes the process in some destination countries, which is exactly why it causes confusion here — the UAE isn't one of those destinations for this route.
